					<description><![CDATA[<p>ธนาคารสแตนดาร์ดชาร์เตอร์ด คาดจีดีพีไทยปี 2564 จะเติบโตร้อยละ 3 โดยมองว่าธนาคารแห่งประเทศไทย (ธปท.) จะคงอัตราดอกเบี้ยนโยบายไว้ที่ร้อยละ 0.5 ตลอดทั้งปีนี้ โดยการฟื้นตัวน่าจะเป็นไปอย่างช้าๆ โดยมีปัจจัยการเมืองภายในประเทศและความไม่ชัดเจนของการฟื้นตัวของภาคท่องเที่ยวที่ต้องจับตา “เรามองเศรษฐกิจไทยอย่างระมัดระวัง แต่เราไม่ได้มีภาพลบ โดยเราหวังว่าการเริ่มฉีดวัคซีนป้องกันโควิด-19 จะเป็นผลบวกต่อภาพรวม รัฐบาลไทยจะเริ่มฉีดวัคซีนให้ประชาชนฟรีในเดือนหน้า โดยคาดว่าจะฉีดวัคซีนให้กับประชากรครึ่งหนึ่งของประเทศ หรือราว 30 ล้านคนภายในปีนี้ ทั้งนี้จำนวนผู้ได้รับวัคซีนอาจจะมากกว่านั้นเนื่องจากโรงพยาบาลเอกชนสามารถรองรับความต้องการของผู้ที่มีกำลังซื้อและไม่ต้องการรอวัคซีนจากรัฐบาล” ดร.ทิม ลีฬหะพันธุ์ นักเศรษฐศาสตร์ ธนาคารสแตนดาร์ดชาร์เตอร์ด (ไทย) กล่าว กำลังซื้อในประเทศอ่อนตัว ส่งผลให้อัตราเงินเฟ้ออยู่ในระดับต่ำและประเทศไทยยังอยู่ในสถานะเงินบัญชีดุลสะพัดเกินดุล การส่งออกปรับตัวดีขึ้นอย่างต่อเนื่อง แม้ว่าเราคาดว่าการค้าการลงทุนทั่วโลกจะปรับตัวดีขึ้นในปีนี้ แต่ภาพรวมการส่งออกของไทยยังไม่ชัดเจนเนื่องจากค่าเงินบาทที่แข็งค่าต่อเนื่อง และการนำเข้าสินค้าเพื่อผลิตยังอยู่ในระดับต่ำ โดยการนำเข้ารวมน่าจะลดลงต่อเนื่องในปี 2564 ท่ามกลางการเติบโตทางเศรษฐกิจอย่างช้าๆ และบรรยากาศการลงทุนที่ยังไม่คึกคัก  “เราเชื่อว่าประเทศไทยน่าจะใช้เวลาประมาณ 5 ปีกว่าที่ตัวเลขนักท่องเที่ยวจะกลับมาสู่ระดับก่อนโควิด เนื่องจากสถานการณ์โควิดทั่วโลกยังมีความไม่ชัดเจน ประกอบกับยุทธศาสตร์ของประเทศไทยที่มุ่งไปที่ตลาดการท่องเที่ยวที่มีมูลค่าสูงขึ้น (กระจายกลุ่มมากขึ้น) จากเดิมที่มุ่งไปที่จำนวนนักท่องเที่ยวเป็นหลัก นอกจากนี้แรงงานในภาคท่องเที่ยวที่มีทักษะสูงขึ้นและการบริการที่มีมูลค่าเพิ่มเป็นประเด็นที่จะมีการพูดถึงมากขึ้น” ดร.ทิม กล่าว ภาพรวมการฟื้นตัวของการท่องเที่ยวยังมีความไม่ชัดเจน ในขณะที่ต้องจับตาดูสถานการณ์ทางการเมืองในปีนี้ นอกจากนี้ หนี้สาธารณะของประเทศไทยปรับตัวเพิ่มขึ้นอย่างต่อเนื่องจนเข้าใกล้เพดานข้อจำกัดในการกู้ ซึ่งจะทำให้การกู้เงินมาเพื่อกระตุ้นเศรษฐกิจของรัฐบาลทำได้ลำบากขึ้นในปีนี้และปีหน้า “เงินบาทยังคงแข็งค่าสอดคล้องกับสกุลเงินอื่นในภูมิภาค แต่ไม่สอดคล้องกับเศรษฐกิจที่ยังอ่อนแอของประเทศ [&#8230;]</p>
